Dr. Gopala Krishna Behara is an Enterprise Architect in the Wipro Consulting Services division of Wipro. He has around 20 yrs of total experience of Software Engineering which includes Pre-Sales, Consulting, Enterprise Architecture, Service Oriented Architecture, Business Process Management, Solution Architecture, Project Management, Design and Development for Internet/Intranet, Client/Server applications and Business Application Systems for clients in USA, Europe and Asia.
Define SOA Strategy, Reference Architecture, Integration Strategy Definition using IBM SOA Suite, Oracle Fusion SOA Suite & Sun JCAPS SOA Suite. Implementation of J2EE Programming Model, BPM and SOA in the ongoing engagements.
Excellent exposure in Designing the Web based Applications under UML methodology and Rational Unified Process. Extensively used Rational Suite, BPM & BPA Tools, IBM suite of Products, SOA methodology at various stages of Project Development Life Cycle.

Role : Chief Architect
Defined, lead and contributed in various capacities for Andhra Pradesh State Enterprise Architecture initiative to use information technology to automate and digitize government activities and services to next level of e-Governance maturity to bring convergence and coherence.
Characterized an integrated operating model, which enables collaboration among government departments, to deliver personalized services via multiple channels through which citizen participates in an outcome-driven, transparent and accountable government.
Defined framework to provide integrated services to citizens through free flow of information and to usher in an era of good governance, characterized by efficiency, effectiveness, transparency, and foresight.
Provided a big picture “To develop Andhra Pradesh as an innovation society of global repute, with a focus on enhancing the quality of life of its citizens, through high quality education and healthcare, increased productivity in agriculture and allied activities, creation of requisite employment potential by promoting electronics and IT industries, and above all, by providing good governance.”

Defined Certificate Less Governance System : The Certificate-less Governance System (CLGS) is an online digital certification service, which seeks to eliminate paper-based certificates that are currently insisted by various Government agencies when the citizens try to transact with them. CLGS will ensure that no Government agency shall require the citizens to produce a certificate in respect of any data or information that is already available with the same or any other agency of the Government, but instead, check with the CLGS in an automated way.
Defined framework for e-Highway is envisaged as an information conduit between consumer and provider applications across Whole-of-Government. Adoption of open standards and SOA will help in realizing the principles of interoperability, reusability, extensibility, loose coupling, technology independence, and vendor independence.

As an Enterprise Architect involved in Performance Audit of the existing application and identify the issues in As-Is state of the system. Explore various alternative solutions, perform the cost benefit analysis and recommend the solution suitable for the centralized architecture. Re-design the application, Infrastructure identification, Gap Analysis, BPM, preparation of RFP.
State Portal & SSDG, eDistrict Portals, HMDA Portal, Enforcement Automation India
As an Enterprise Architect involved in defining the State Portal Solution Framework, and its integration to various state departments. Identifying the various services across the state and enlisting proposed services for SSDG. Explored SSDG Middleware and define the Integration Strategy at the state level & different departments. Responsible to work with State IT Mission team to arrive Gap Infrastructure part of National e-Governance Plan. Worked on e-District Portal, BPR, Architecture definition, Gap Analysis and Deployment Architecture. Worked for Technical Architecture of HMDA Portal. Involved in Review of Infrastructure Architecture of GMDC and RFP review of BPCL engagement.
DPR Study for Agricultural Mission Mode Project under NeGP, India
As a Technical Consultant involved in solution of automation of ‘18 prioritized agriculture services’ and their delivery through Citizen Service Centers and Internet at Central, State Agriculture Department and Agencies, District and Block level Agriculture offices. Involved in Identification of Services, Business Process Reengineering, Technology Solution, Governance, Monitoring and Implementation Strategy.
Responsibilities:
