Summary of Enterprise Project Challenge:
The JPEO-CBD is leading an ATD to meet the demand for new and novel biosurveillance capabilities. One of the areas of analysis is focused on early warning by fusing CB and FP sensors. To evaluate the impact of the proposed technology a TTX was conducted in which operational players utilized three scenarios with varying parameters.
Summary of EA Driven Solution:
Architecture products were developed to analyze potential alterations to the performers and processes based on the introduction of new capabilities. The “as-is” and “to-be” products provided an easy to understand variance to how roles may change as well as the timing of information provided to the decision maker for situational awareness.
Who derives the benefit(s) from this EA driven solution?
Since the architecture was built in the early informative stages, it provides benefits in multiple DOTMLPF-P facets. Developers of concepts of employment, TTPs, organizational structures, MOUs/MOAs, and technology developers can all derive value from the architecture analysis.
What results and benefits have been achieved to date using the discipline of EA?
This architecture provided detailed analysis regarding system relationships and interoperability addressed in a notional concept of employment developed following the TTX. Three key focus areas were identified and supported by the architecture: integration, data correlation, and automation. Additionally, the architecture has been referenced by the JRO in support of their biosurveillance architectures.
Please explain how the EA discipline is being applied and how the appropriate stakeholders and business/mission staff were engaged?
EA was a key analytical tool used to inform and relate key decision areas for this experiment. The stakeholders were able to provide input to accurately establish the baseline and to see the immediate value in their new capabilities. The EA was able to reinforce information used to steer future efforts.
Why do you consider the results from this EA driven solution worthy of this Award for Excellence?
This solution went outside of the normal acquisition development requirements and was used as a tool for analysis. The best applied methodology for architecture in the future is as a tool to educate and inform leaders using a standard lexicon. This experiment showed many echelons of government how to communicate synchronously.
